What is it?

This decree-law creates exceptional and temporary measures within the scope of basic and secondary education, for the school year 2019/2020, regarding the following subjects:

a) Execution, evaluation and certification of learning;

b) School and exams and tests calendar for basic and secondary education;

c) Enrolment in primary and secondary education;

d) Enrolment process for national final exams and tests;

e) Teaching and non-teaching staff.

Given the public health emergency of international scope, declared by the World Health Organization on 30 January 2020, as well as the classification, on 11 March 2020, of the COVID-19 disease as a pandemic, the Government has been approving a set of extraordinary and urgent measures in several matters.

What is going to change?

In cases of suspension of teaching and training activities in schools, non-attendance teaching is used, through methodologies that each school considers more appropriate, with the support of the Ministry of Education.

A remote learning plan is implemented, ensuring that teachers in each class accompany students in order to ensure access to learning.

Students maintain the duty to attend the sessions together and the duty to comply with the proposals for the sessions that do not take place together, as defined by the school.

Teachers should ensure the learning of all students and adapt the execution of teaching activities in non-attendance.

Evaluation and completion of basic education - For the purposes of evaluation and completion of general basic education, specialized artistic courses and other educational and training offers, only internal evaluation is considered.

Assessment, approval of subjects and completion of secondary education - For the purposes of assessment, approval of subjects and completion of secondary education, including subjects in which national final examinations take place, only internal assessment is considered.

Evaluation, completion and certification of dual certification courses and specialised artistic courses - In the final years of the training cycles of basic and secondary vocational offers, practical training or training in a work context, provided for in the curricular matrices of the respective courses, may be carried out through simulated practice.

Regarding enrolments and renewal of enrolments, these should be presented preferably via Internet, on the portaldasmatrículas.edu.gov.pt.

What advantages does it bring?

This decree-law allows the continuity of the school year 2019/2020 in a fair and as normal as possible way.

These measures also allow the spread of the COVID-19 virus to be contained.

When does it enter into force?

This decree-law enters into force on the day following its publication.
